If you have an FM-T, FM-3 or FM-2 and change your address you have to advise the National Immigration Institute (INM).

FM-T Better known as a Tourist Visa.  This is the migratory document you receive when entering Mexico,
either driving or flying. All you need is your birth certificate.  It is good for up to six months. The general
criterion is to give a person 90 day Tourist Visa.  However, the National Immigration Institute (INM) officials
at airports in Jalisco will permit visitors from Canada, the US or Europe to receive a 180 day Tourist Visa if
they ask for it.  The INM urges everyone living in Mexico on a permanent basis to change his or her status
from tourist to FM-3 or FM-2. 

FM-3 This is a green passport size book and is your temporary migratory document you apply for here in
Mexico or at a Mexican Consulate in Canada or the US. Good for 5 years, renewable every year. Available
to everyone who meets the requirements including having a minimum monthly income.  If you have current
FM-3 status you may drive a foreign plated vehicle. You may enter or leave Mexico at any time.  If you
obtained your FM-3 outside of Mexico you must register it within 30 days of entering Mexico.  If you enter
Mexico after three months of the issue date it will be confiscated when entering the country.  If you want to
work in Mexico you may ask permission from the INM to have a work permit added to your FM-3.  Renewals
for FM-3 may be submitted to INM up to 30 days before expiry date.  Please remember the law does not
permit foreigners to return to Mexico with an expired FM-3. However the FM-3 can be renewed once you
have returned, although there may be a small fine depending on the amount of time that has elapsed since
the expiry date.

FM-2 This is a grey passport size book and is your permanent migratory document you can only apply for
in
Mexico.  Good for 5 years, renewable every year.  Cannot be out of Mexico for more than three months
a year, or a total of 18 months over five years. You may apply for an FM-2 with a Tourist Visa.  If you want
to work in Mexico you may have a work permit added to your FM-2.  Renewals for FM-2 may be submitted
to INM up to 30 days before expiry date. Please remember the law does not permit foreigners to return to
Mexico with an expired FM-2.  However the FM-2 can be renewed once you have returned, although there
may be a small fine depending on the amount of time that has elapsed since the expiry date.  Only those
with FM-2 status are eligible to apply for permits to own and carry most types of firearms in Mexico.
Applicants must always have the written authorization of the National Defence Ministry
(Secretaria De La Defensa). Violators may be subject to jail sentences of up to 20 years.

Immigrado This is the status you obtain after first having an FM-2 and abiding by its rules for 5 years. As
an Inmigrado you are no longer allowed to drive a foreign plated car in Mexico.  However, there are special
considerations for those people who have had a foreign plated vehicle in Mexico for over 4 years who have
switched to Inmigrado status. It involves petitioning the Federal Government.  If you want to work in Mexico
you only have to inform Immigration. No fees are due or payable.  You enjoy the same rights as Mexican
citizens, except the right to vote.

 

Please Note: -

If photographs are required you will need: - 
4 photographs of your Front view, and 3 photographs of your Right profile, colour or black and white, with white background, 4cm x 4cm in size,
without jewellery and without eyeglasses, hair off the forehead. (Instant photo machine photographs are not accepted). Photographs to have been taken within the last six months. Using pencil or felt pen, lightly print your name on the back of each photograph.

When applying for the above documents remember to photocopy every page of your passport including the covers, even if the pages are blank.

Only original copies of bank statements are acceptable for proof of income. 

Anyone, a brother cousin, or friend may undertake immigration matters on someone else's behalf.  They do not need to be a lawyer nor do they need a notarized letter of attorney (carta de poder).  A simple (carta de poder) purchased in any papeleria (stationery store) is sufficient.  It has to be signed by two witnesses, who must provide the INM with proper identifications.  The person acting on behalf of the foreigner must also bring ID.  If that person is a foreign citizen, he or she must additionally show a copy of their current, up-to-date immigration document.  Of course, there are certain times when an applicant is obliged to go to an INM office, for example when providing fingerprints or signing for the visa for the first time.  However, most of the stages involved in the immigration process can be undertaken by a representative. The INM understands this is very important for people with physical disabilities.

INM officials say the law does give them leeway if a person renewing their FM-3 or FM-2 does not have the required minimum monthly income.

Fees charged for FM-T, FM-3, FM-2 are reviewed every year by a federal commission and published in the Ley Federal de Derechos, Mexico City.

If a foreigner marries a Mexican citizen it gives them the right to legalize their immigration status if it is not in order.  After two years they have the right to take out Mexican nationality, although this is not automatically granted.

If the INM denies you a change in immigration status you have the right to file a request to have your case reviewed within 20 days of their decision. This is called “recurso de revision”.  Your case will then be sent to Mexico City and reviewed by the INM Commissioner who is responsible for deciding what action to follow.

You should go to the Chapala City Hall at 8:00 a.m. to sign up for Information, Drop Off Documents or to Pick Up

It is recommended you visit this office and talk to the friendly, helpful, bi-lingual staff.

 

RENEWING YOUR FM-3 IMMIGRATION PAPERS WHAT YOU NEED 

Many foreigners pay for someone else to handle their immigration status change from tourists to
year-round FM-3.  But when it comes to the annual renewal, they often decide to save money and carry
out the procedure themselves.  Being unprepared, however, can cause much frustration and wasted time
going back and forth to the INM office because one has not presented the correct documents.  Here is a
translation of National Immigration Institute (INM) requirements for annual renewal of FM-3 rentista status
(retired citizens without permission to work in Mexico).

The following documents will have to be presented: -

 Official application forms, filled out correctly and signed by applicant.
 (These are available at every INM office.)

 Your green FM-3 visa "booklet." 

3

Your passport and a copy of each page. (Including Cover).

Receipt of payment of renewal fee (derechos). This is to be paid at a bank using three correctly filled out SAT forms number five (numero cinco), available from most papelerias (stationery stores). The same fee must be paid for each dependant (spouse, child) included on the foreigner's FM-3. The form is not complicated but has to be filled in exactly as the instructions state. (Several small stores on Calle Liceo, directly behind the Federal Palace building in Guadalajara, will type out the three needed forms for a small charge.)

Proof of monthly income. The INM will need to see copies of recent statements from a Mexican
or foreign bank or financial institution showing regular monthly deposits equal to or above the equivalent of 250 minimum salaries (@ $ 43.24 pesos a day) or approximately $10,800 pesos.
This figure is reduced by 50 percent for owners of property in Mexico. Bring title deeds of property in applicant's name to show as proof.  For each dependant (spouse or child) included on the applicant's FM-3, the income requirement is an additional 125 Mexican minimum salaries or approximately $ 5,400 pesos.

Copy of proof of address in Mexico, such as telephone, water or electricity receipt (not more than 90 days old).

Marriage certificates of spouses and birth certificates of children who are included on the applicant's visa must also be presented. These should be translated into Spanish and notarized,
if they not Mexican in origin.

 

FOLLOW THIS PROCEDURE WHEN RENEWING YOUR FM-3 

Step One: Gather all necessary documents: passport, visa book, proof of address, proof of income, property title, marriage certificates, etcetera. Make the necessary photocopies as outlined above.

Step Two: Buy three SAT forms from a stationery store.

Step Three: Either fill them out yourself or have them typed out for you.

Step Four: Go to a bank and pay the fee. Put the two stamped forms returned to you by the bank official together with rest of your documents.

Step Five: Go to an INM office and fill out the application form. If you haven't made copies of your documents, ask what copies are needed and have them done (copying facilities are usually close by INM offices).

Step Six: Present all documentation to the corresponding INM official. He/she will check your papers and tell you if anything is missing.

If all is correct, you will receive a printed sheet confirming your renewal application is in progress and informing you when to return and collect your FM-3 book. (Do not lose this sheet.)

NOW OVER 60’S WITH FM-2 CAN BENEFIT FROM THE NEW INAPAM CARD

Foreign residents of Mexico aged 60 years or older with FM-2 immi­gration status can apply for an INAPAM credential or card (previously known as an INS EN card), to receive discounts in hundreds of retail and service outlets in Mexico, from cinemas and drugstores to inter-city buses and airplane tickets. Now two newly added benefits (October 2004) make joining INAPAM even more worthwhile.

GIGANTE DISCOUNT CARDS

In March 2003, the lnstituto Nacional de las Personas Adultas Mayores (INAPAM) reached an agreement with the Gigante chain so that its members can obtain a five-percent discount on all purchases at Gigante super­markets.
Gigante discount cards are is­sued at the INAPAM office in the Palacio Federal, Avenida Alcalde 500 in downtown Guadalajara by showing a current INAPAM card (see story below on how to obtain an INAPAM credential). There is no charge for the Gigante cards. When making pur­chases at a Gigante store, both the INAPAM and Gigante cards must be shown. The offer applies to all goods purchased in Gigante. Third parties cannot use the cards; the cardholder must be present for the discount to be valid.

TELEPHONE HELP

And in September 2004 INAPAM launched a telephone medical as­sistance service for its affiliates known as the Servicio de Asesoria Medica por Telefono.  This is a joint program between INAPAM and Novamedic, one of 12 reg­istered "HMOs" in Mexico, which are known here as Institutos de Seguros Especializados en Salud. Novamedic employs the ser­vices of 2,000 doctors in 80 Mexican cities who are on call 24 hours a day and 365 days a year. The ser­vice allows INAPAM affiliates to talk to a doctor by calling a 1-800 number. More than anything, said Jose Dominguez Hemandez, di­rector of the program, the service is designed to give the elderly peace of mind, especially if they are suffering in any way. "Perhaps [the doctor] is only going to tell [the person] to go to sleep or take their medicine but it allows them to know there is someone looking out for them," Dominguez said. The telephone service incurs a cost of $70 pesos a year.  Home visits by a doctor, costing $150 pesos each, are also available for those registered in the program. Emergency ambulance service to IMSS, ISSSTE or other public hospitals is available to INAPAM affiliates for $250 pesos.  According to Dominguez, INAPAM hopes to sign up 10,000 people for the new service during September. HOW OVER 60’S CAN OBTAIN AN INAPAM DISCOUNT CARD

To obtain an Instituto Nacional de las Personas Adultas Mayores (INAPAM) card, foreign citizens aged 60 and over must go to the INAPAM of­fice in the basement of the Palacio Federal, Avenida Alcalde 500 in downtown Guadalajara. They must take with them their FM-2 books and proof of their actual address (telephone or electricity bill, etcetera.)  There is no charge for the card and a free Gigante discount card can be issued at the same time.

INAPAM was created in June 2002 under the wing of Mexico's Social Development Agency (SEDESOL).
Its forerunner was the Instituto Nacional de la Senictud (INSEN), formed in 1979 to protect, attend, assist and provide orienta­tion to people over the age of 60.  Apart from providing its members with discounts at retail outlets and for services in Mexico, INAPAM also offers medical and legal assistance and can help with finding work for senior citizens.  INAPAM oversees more than 4,000 clubs in Mexico where senior citi­zens can attend cultural and artistic classes and social events.  In September 2004 First Lady Marta Sahagun de Fox celebrated INAPAM's (and INSEN's) 25th birthday party in Mexico City, at which more than 10,000 people aged over 60 danced and sang. Said Sahagun: "The heart doesn't get old. This is a demon­stration of joy, enthusiasm and the fullness of life."
